No. It has not been open for some time - only for ferry parking. There were a few spaces at the very end for short-term parking, but everything past the Nantasket Beaches is posted for residents only now.

I just drove out there to confirm for myself that Bathing Beach in Hingham is open. It is indeed open. It's a very big parking lot so if you come in the morning you should be able to find a space. Google James Ave (next to library) it has great parking and next to no one parks there. Short easy carry. It Only adds 10 mins of paddling to the gut. I launched from the point a few Fridays ago, got there at 8. The lot was full, the parking along the road was full. Everything full. I parked in 2-hour parking and hoped for the best. Was lucky for once.
