At 6' and 210 lbs, the Avocet will be too small for him. Aquanaut and Chatham good choices though, agreed (do they come in plastic? he needs to keep cost down). And don't be too enamored with stability. Primary stability is not necessarily a requirement. Secondary stability is much more useful, IMO....
